It would seem that plans to allow learner drivers onto motorways is to go ahead next year (2017.)
This
change will allow learner drivers to experience the different driving
conditions and speeds found on motorways, hopefully cutting down the
potential for accidents and confusion that can arise when motorways are
first used by novice drivers. The student will have to be accompanied by
a fully qualified approved driving instructor in a car fitted with dual
controls.
These
new opportunities will not be compulsory yet, due to remote districts,
away from a motorway network, where some students live. It will not be
part of the driving test either for the same reason.
